The UltraGuard Rat & Mouse Repellent can be used in this purpose and should create an inhospital place for rodents getting into a ceiling cavity, the insulation may dampen the effective of the sound somewhat but wouldn't make it completely ineffective.

The UltraGuard Rat & Mouse Repellent needs to be plugged into an outlet to operate, it's not a portable unit. If you can run a cable into a parked car, you could use it in the seating area, but I would not recommend placing it inside the engine bay.

Yes you can switch off the strobing LED lights on the UltraGuard Rat & Mouse Repellent, there's a small button on the back of the device that toggles the strobe light on and off.

Mosquito Traps
I installed a Pestrol Rodent Free unit in my ceiling space (got an electrician to install a powerpoint) a couple of years ago because of rats. It didn’t seem to help. I found out where they were getting in, and sealed it up and caught the remainder in a humane trap.
But there must have still been gaps too small for rats but big enough for mice, and they started moving in.
I put up with them for months and then had some major electrical work done for a house battery and the electrician showed me what he found – plastic housings chewed, cable chewed through to bare wire – a lot of damage. I didn’t know whether it was the evicted rats, or the new mouse tenants, but I got them to replace the damaged components and bought the UltraGuard Rat & Mouse Repellent with strobe + frequency.
I can’t believe I have not heard one mouse in about three weeks now. This one actually works! I’ll check the wiring and components again in a year, but I think the light + frequencies of both units have made it very inhospitable for rodents.
