What our supplier of the Bird Busta Bird Repeller has found in cases like this is that the wind on rotation lifts the arms in the swing and then drops it.
The reason only one does it could be because of the wind direction, it only needs to be slightly different position and it will be fine.

The length of the arm of the Bird BUsta Bird Repeller - 1 Metre is 50cm, The flag on the end of the arm is about 9cm wide, so from the centre to the tip of the flag would be approx 59cm

Easy to set up. Doesn’t catch as much breeze/wind as I expected it too so it rarely spins.
Working well – persistent pigeon pair not seen since installation.
Too early to judge. Very simple but looks rather flimsy and I wonder how it will withstand high winds.
